The authors study the tendencies of centralization of management leading to the creation of situation centers and operational management centers in the Ministry of Internal Affairs of the Russian Federation. The purpose of situation centers is described in its connection with the information-analytical and telecommunications support for the activities of Law Enforcement Agencies. The tasks of managing the forces and resources of organizations and divisions set up to perform tasks and exercise powers are solved. Due to the fact that the main element of analytical activity is a human, it is proposed to consider situation centers that perform analytical activities and serve law enforcement agencies as a class of ergatic systems. The subsystems of the situation centers of the internal affairs bodies (organizational, informational, technical, personnel, regulatory, etc.) are identified, and their goals and tasks are set. The analysis of the allocation of types of relationships and ways of interacting with each other is conducted. Such criteria of analytical interaction efficiency of Law Enforcement Agencies as decision time, decision-making cost (material costs), and the probability that the decision made will completely solve the task are offered. The degree of influence of the subsystems upon each criterion is defined with the help of the hierarchy analysis method. From the perspective of the theory of conflicts, an assessment of the interaction of subsystems is given. A mathematical model of the interaction of subsystems is proposed, including the main criteria for the effectiveness of the work of the situation centers of law enforcement agencies. A mathematical model of conflicting interactions, by which a weighted directed signed multigraph is meant, is substantiated on condition that there are several performance criteria. Algorithms for reducing conflict interactions of the subsystems of the situation center law enforcement agencies are developed and proposed.
