Vocational education is the combination of education and industry, which are linked by employment, and it is reflected by interactive spiral development mainly driven by the industry. College-enterprise cooperation is the essential way to succeed for higher vocational education.Borrowing from the successful experience of German 'dual system', the paper explores a new talent training mode called 'dual three-party '(dual three-party refers to government, college and enterprise, as well as industry, college and enterprise) in order to develop society-needed highly-skilled workers.
