摘要

It is obvious that infrastructure is very important to small town.However,many small towns in China are facing the fund bottle-neck of infrastructure construction currently.To attract non-governmental investment in small town infrastructure,many local governments have made preferential policies in different level.But preferential policies provisions seem to be blind.This paper provided a game analysis on preferential policies provisions between government and non-governmental investors.In the paper,the basic game relationship and main bodies were defined firstly and the reaction function of each side was set up.On such basis,equilibrium value was solved.We hope the research will benefit the practice.
