摘要

With the methods of questionnaire and statistic analysis, the influence powers of different bodies (including the government, executants, experts and the public) involved in the management of public projects were investigated, and the actual effects of the management pattern reformation of public projects in China were studied. According to this pattern, the investment, construction, management, and operation of the projects are separated. The investigation indicates that in the current reform of this pattern, the role of the government has shifted from being a participant to a controller, and the function of the government has retreated gradually from the microcosmic management. But due to a strong dependence on the government, executants still couldn't carry out the public projects on their own. Thus, the ideal of separation between the investment and the construction has not been realized yet in deed. The study also shows that in the preliminary stage of project management, the decision-making pattern of separating the planning and decision has been established. In addition, the independent status of consultants has been improved considerably. However, the public participation in the public project management is still very limited.
