摘要

Financing is one of key problems restricting the foundation of national urban housing social security system, and social capital investing the affordable housing development will be an effective approach to solve this problem. On the basis of the analysis on the necessity and feasibility of introducing the social capital into the national urban housing social security development, the main paths, target and operating mode are studied when social capital invests in the affordable housing development, and the investment risk of social capital. Finally, some corresponding policy advices are proposed.
