JAXA's Information Systems Department (ISD), which is central to JAXA's activities, has been pursuing the implementation of a database that can archive technical documents to be shared across the agency. In parallel with the ISD's activities, several other JAXA departments have been developing their own independent technical document databases to support their particular information sharing requirements. Consequently, technical documents at JAXA are currently stored in many scattered and decentralized databases. There is no interoperability among these isolated databases, nor is their a single portal site to pull them together. As a result, users encounter difficulty in gathering information: they require special techniques to search for documents; they cannot get access to them; or they must directly ask informed staff members. The ISD defines "knowledge" as that which we know and can find information on. We believe that knowledge will become readily accessible by standardizing search categories and by implementing a central site that will enable users to search among all of JAXA's databases. For several years now, we have been studying how to categorize and codify technical documents, and how to implement a central agency-wide site. This paper describes the history, the problems encountered, and the planning of knowledge management activities in JAXA.
