Large quantities of waste materials are generated in the United States every year. The standard approach for characterizing these materials has been to evaluate them technically but this may not be appropriate since these materials do not always match natural aggregates in technical quality yet may still have a high societal, environmental and economic value. A Waste and Reclaimed Material (WRM) evaluation process was therefore developed which evaluates WRMs based on 1) technical, 2) economic, 3) societal, and 4) environmental aspects. An initial screening process is incorporated which is used to discard WRMs which display a clear lack of utilization potential. The Analytic Hierarchy Process (AHP) from decision analysis theory is used to assign weights to the four evaluation sub-systems and the respective attributes based on their relative importance. The available WRMs were ranked from the highest utilization potential to the lowest using this method. The selected top three WRMs in Texas: reclaimed asphalt and Portland cement concrete and furnace slag, were then subjected to detailed laboratory and economic studies to determine their potential for use in road bases. This paper describes the WRM evaluation system and reports the results of the detailed laboratory testing.
