By the early 1970's increased production of Portland Cement Concrete (PCC) in the northern half of Georgia had resulted in crushed stone producers competing with natural sand suppliers for a share of the fine aggregate market. Inherently, crushed stone fines have a high content of dust sized particles that have been restricted by specifications from use in PCC. Removal of those fines to meet the rigid material specifications for PCC has resulted in an enormous problem with by-product fines that are essentially non-salable. This paper addresses the evolution of PCC requirements for additional sand in the mixes and how the material specifications are being used to minimize the production of by product fines.
