摘要

During the Re-opened Formal Investigation into the loss of mv DERBYSHIRE, many technical issues were discussed, including critical reviews of the adequacy, or otherwise, of the existing international regulations for hatch cover design. Subsequently, a number of studies have been undertaken to better understand the problem and to consider palliative measures. This paper aims to contribute to the work by providing reliable cost data for various proposed measures by which the structural reliability of hatch covers may be improved, in particular increased design pressures (sea loads). Reliable cost data also form a vital input to Cost Benefit Analyses, which are increasingly used as decision tools.
