Virtual enterprise building is a complicated, multi-aim decision process. This article analyzed the reason of virtual enterprise building, and pointed out that shortage of resource is the root reason. Then, resource is the tie that connected all the steps in virtual enterprise building is briefly analyzed. Based on resource viewpoint, a three-stage sequence decision method to describe the process of virtual enterprise building is offered and an innovational idea of domain group decision making is given. Then, relation harmony and task distribution in VE building is discussed, so as to distribute proper task to proper partner, and get maximum integral efficiency. Finally, offered the structure of virtual enterprise building system and by using B/S software structure gave the support system based on multidimensional decision model with MVC idea and the technique of J2EE/JavaBeans/EJB components which can be reused.
