"Virtual Reality Model Language (VRML)" combined with Java3D and XML is one of the key technologies which enable the new generation of Three Dimensional World Wide Web ( Web-3D) to come true. With the supplement of three dimensional virtual scenery, the VRML can visualizes information in 3D means and carries them in Internet. And also, the development of VRML technology will become the noticeable focus to which urban planners will pay much attention. It will enables urban planning work a new look by helping to introduce planning information and display planning work in INTERNET and attracting more and more people to care for and join in urban planning job.Virtual Planning Environment(VPE) based on Internet is an interactive distributed and 3D Virtual Geographical Environment(VGE) which is a N-tiers complicated system running with multiple interfaces. In server side, The GIS business logical process constructed by J2EE is presented to provide spatial data and geo-processing services. In client side ,there are many approaches such as VRML, Java3D, Chromeffects to implement the visualization of spatial data ,The VRML method combined with Java3D is described in detail in this paper. The prototype of VPE in the virtual city zone under P2P network environment is studied. Moreover, how to organize distributed spatial data and process instant geo-spatial information is explained. In the end, some conclusions are drawn and some suggestions are proposed for later construction of VPE.
