摘要

Construction helps to shape the built environment and provides the infrastructure for society, yet despite the fact that it is an important industry in any country it is not good at planning for the future. In the UK the Government's Foresight programme has brought together business, government and science to identify the challenges and opportunities that face construction in the next twenty years. The Foresight report 'Constructing the Future' (2001) supports and extends other recent initiatives that are designed help improve and benefit the UK construction industry both now and in the future. The Foresight study involved setting up a number of groups to examine the issues of housing; repair, refurbishment and re-use of facilities; sustainable materials; information and communication technology; business, globalisation and commerce; and safe construction. The final report was produced following extensive consultation and feedback. It indicated that the construction industry needs to embrace a wide range of new materials, technologies and innovative approaches in the future. These include: advances in components and materials (in particular nanotechnology), information and communications technology, and technologies that help to deal with the issues of sustainability. To ensure we fully benefit from these advances requires a shift in industry practices, attitudes and quality. The advantages include better housing and living conditions, environmental sustainability and lower construction costs. Action is needed urgently at every level of the sector because to meet the challenges most changes have to be substantially in place within 10 years . The report made nine recommendations. To: promote 'smart' buildings and infrastructure; improve health and safety; enable supply chain integration; invest in people; improve existing built facilities; exploit global competitiveness; embrace sustainability; increase investment returns; and plan ahead. Since publication, the UK's forward-thinking has continued, with a 'Blue skies', future scenario workshop and publication of a major review on Government construction R&D policies and practices.
