For many years there has been a trend of seeking intelligent functions in CAI area. According to our point of view, so-called intelligence is effective adaptability. So, it must be of the following two correlative abilities: perception and understanding of circumstances, and making the decision in accordance with the understanding of circumstances. Thus, an ICAI courseware must handle the progress of students and propose the advice to direct the learning process. In general, the above functions should be realized by intelligent cognitive model and controlling tactics respectively. To construct an appropriate cognitive model, we are confronted with two problems: the sufficiency of expression and the operability of strategy. The former means the complete and correct reflection of students' understanding to knowledge domain. The latter means that the teaching strategy based on the controlling tactics should clearly direct students' learning action. Since the model that applies the numerical and qualitative evaluation cannot really realize the above goal, we propose the following point of view: The process of learning and understanding is, in nature, the procedure that gains the meaning of the object. So, cognitive model must project the structure of the knowledge domain in student's mind. According to this thinking, we have developed the meaningtheory of Ludwig Wittgenstein, and proposed the meaning conjoinism. In accordance with the meaning conjoinism, the meaning of various knowledge domains may be expressed by the similar format. Then we submit a general meaning_oriented ICAI cognitive model.
