摘要

China is a large developing country in population, and the agricultural population accounts for about 70% of total population. The agriculture, peasant and rural problem are basic problems of our country, and the rural surplus labor problem is the most basic question to agriculture and peasant problem. "the 16th national congress" of the party has proposed clearly: the well-off society of comprehensive will be constructed in 2010, and the focal point of the well-off society and difficult point are in the countryside. How to make the rural residents of our country grow as soon as possible, a important task is to make a large amount of future surplus labor of countryside transfer out. This text is on the basis of probing into shifting workforce's intension on the strange land and the local land. Using comparative analysis, analysis the pros and cons of shifting the surplus rural labor and the local land to make a conclusion.
