摘要

A statistical-based rate control algorithm for motion-compensated hybrid DPCM/DCT video coders in low-delay communications is proposed. It approximates the rate-distortion curves of a group of (residual) image blocks by a quantizer model with bit allocation based on the variance of the image blocks. The proposed algorithm has been applied to encode multiple video streams to take advantage of the statistical multiplexing effect which results in more uniform picture quality among programs as well as within a program.
