This paper introduces a newly started ubiquitous national project in Japan. The government recognizes that the next communication paradigm will shift to ubiquitous service. Three national ubiquitous projects launched last year and it is planned the basic R&D work will be completed in five years. Among three projects, we are conducting network management and control project, named "Ubila". It is trying to establish various context aware service enablers via appropriate service and network control mechanism.
