摘要

The development of appropriate mechanisms for enhancing the technological capabilities of small-scale, rural producers has been a principal developmental objective for many aid agencies working alongside producers in the Third World. Seen as a prerequisite to development and growth, technological capacity building in the small-scale manufacturing sector has been viewed as an important tool in fighting poverty and unemployment in the developing world. Using the small-scale rural textile sector as a specific case study the aim of this paper is to provide a critical review of development efforts to improve the technological capabilities of poor, rural textile producers. Methodology used in this study includes a review of literature concerned with technological capacity building and the evaluation of two textile related projects. These include a silk reeling project in India and nettle fibre project in Nepal.
