摘要

Industrial clusters are often used to define a specific area, a large number of industries closely related to the enterprises, as well as support agencies in the gathering space and form a strong, sustainable competitive advantage of the phenomenon. In China, after more than 20 years since reform and opening up the rapid development of a large number of industrial clusters have been generated, and become an important industrial base. However, many of these industrial clusters in the lower reaches of the global industrial chain, in the current increasingly fierce international competition, more and more high-end of the blockade of the upper reaches. How to find the overall breakthrough in how the country should develop policies to guide and support is important. Of places, mainly driven by its general industry-driven; but countries, the general industry-driven, it is not enough.
