Livestock is an important source of supplementary income for over 70 million rural households in India, where, income from livestock accounts for about 15-40 per cent of total farm income of the rural households. To better harness the potential of huge livestock population, women farmers need to be better informed, educated and empowered since about 75 million women as against 15 million men are engaged in dairying in India. To help achieve these objectives, Government of India introduced a programme named STEP in 1986 to improve the life and livelihood of women and well being of children through training and employment opportunities in a range of activities. In the state of Rajasthan, the STEP is in operation since 1991, where, it has been envisaged to form Women Dairy Cooperative Societies (WDCSs) exclusively enrolling women members so as to empower them through the income generated from the dairy enterprise. 53 WDCSs (25%) and 417 members (25%) were studied using survey and Participatory Appraisal methods to evaluate the progress of WDCSs formed during the Phase VII & VIII of STEP. The STEP had made substantial improvement in the quality of life of rural women members of WDCSs through the income earned by them from the sale of milk to the society formed and managed by them. They could purchase not only high yielding milch animals but also the inputs like feed, fodder seed, and assured veterinary care leading to improved productivity of dairy animals. The household income increased and asset base was substantially improved in the programme area due to this targeted intervention. Thus, the STEP and WDCSs, both appeared to be very effective tools to empower rural women. Such successful experiences are worth replicating in other developing countries with similar socioeconomic and agro-climatic conditions.
