摘要

Flanders, the northern region of Belgium, is densely populated. In relation with the federal structure of Belgium, Flanders produces annually a huge amount of complex environmental legislation. This reflects in legal insecurity, wrong investments, increased barrier for starters and increased governmental cost. To counter these negative effects Vito, the Flemish Institute for Technological Research founded in 1998 on initiative of the Flemish Government, the Flemish Environmental Legislation Navigator. Six years later the Flemish Environmental Legislation Navigator can be evaluated as a real success. Daily the Navigator creates more than 500 page views. Users can search in the consolidated full-texts or can use a specific search-engine. For instance the search-engine based on thematic indexes can give an environmental co-ordinator of a fish smoking company all relevant environmental provisions in one single overview. By 2005 the Flemish Environmental Legislation Navigator will be develop into a real legal expert system. Current objectives are : full web based back-end version, integration of additional information and generating of consolidated legislation 'on-the-fly'. To automate the indexing process the use of artificial intelligence will be investigated.
