摘要

The accident occurred in Toulouse on the 21st of September 2001 induced a deep revision of the territorial risk management. By introducing the Technological Risk Prevention Plans in its legislation, the French authorities defined a framework for the risk reduction in the area where industries lie together with populated areas. To implement the measures a generic decision process was proposed. It is based on the evaluation of three levels of vulnerability : intrinsic vulnerability, which corresponds to the presence of potential targets, specific vulnerability, which assesses the capacity of these targets to resist to the hazardous event and decision vulnerability, which characterises the potential effect of risk reduction decisions on the territory. A typology of the targets, effects, actors, types of decision and vulnerability was build. The objective is now to transform it into a truly multi-criteria public decision support tool.
