The Swiss defence infrastructure must be protected in both normal and special situations. A risk-based security concept helps the authorities to identify threats, estimate possible damage and evaluate counter-measures on a cost/benefit basis. The conceptual framework, the methodology and aspects of implementation are described in this paper.
