Currently, the Chinese government is paying great attention to the problem of the disadvantaged community in China. Due to historical, political and economic reasons, the majority of the disadvantaged community is made up of poor farmers, farmers working in the city, the unemployed. Because of the bad living condition, it is urgent to protect their rights and interests; however, because of the incomplete social welfare and social system, their wishes could not be granted, which has caused fierce uneasiness and pessimism. Eventually they began to take up some unreasonable retaliations, which becomes a threaten to the social stability.
