The dilemma of collective actions is a social phenomenon that objectively exists. The dilemma of collective actions based on the non-cooperative game logically reflects the realities of new public administration in 21st century. There will be problems such as shortage of supply, overuse of public resources, disorder of public order, loss of public organization efficiency and anomie of public policy implementation, etc. Therefore, the possible ways to resolve crisis of new public administration in e-era are Institutional arrangements such as clearly established ownership, well defined power and responsibility, communication and coordination, autonomic governance, rational encouragement and reasonable supervision.
