The purpose of building services engineering maintenance is to reduce the adverse effects of breakdown and to maximise the building availability at minimum cost The need for quality maintenance planning is obvious. However, maintenance in most buildings is often a secondary process, where administration is the core business. The result is that quality maintenance does not receive enough management attention, and it is often the case that maintenance is outsourced to untried sub-contractors. Management therefore, often looks at maintenance as a necessary hindrance, not as a means to reduce costs, and improve efficiency. The work of this research has included the choice and implementation of the Reliability-centred Maintenance Ⅱ (RCMII) concept (1)(2), in a selected building services engineering case study i.e. a major five-floor building in the London area, and to enable the assessment, and reliability of the complex plant room function. The research introduces the RCMII concept, and demonstrates how it can be applied to building services engineering maintenance. Within a building services engineering maintenance plant room function, the actual development of RCMII has shown that very few components exhibit the traditional "bath-tub" characteristics. Also, from the applied performance measures, the introduction of RCMII states that in fact there are six-failure patterns in operation. The most important results, is that around 72% of components exhibit "infant mortality", and only 11 % of components exhibit the "wear out" characteristics. Following the successful implementation of RCMII within a plant room function, the results proved a reduction of between 40%-70% in the perceived workload of the preventative maintenance strategy, and the RCMII concept moves towards answering the question of "are we doing too much, or not enough maintenance?" in the world of building services engineering.
