As society continues to demand public participation in environmental decision-making, scientists and engineers must develop better strategies for including the public in environmental projects such as waste management facility siting, waste management, and pollution prevention. This paper examines ways to promote greater public participation in solid waste management programs. In most cases, public participation is limited to inviting members of a community to attend public hearings when the need to address an environmental issue arises, such as the siting or expansion of a landfill. A more integrated approach to involving community members in managing solid waste, from reducing the amount of solid waste that is initially generated to the final disposal of waste, should be considered. This integrated approach can be used to improve relations among community members, city officials, scientists, and engineers, and better educates the public in the complicated processes of managing solid waste. A framework for expanded public participation is provided. Strategies for involving the community in each component of an integrated solid waste management program are suggested. Examples for public involvement include the formation of technical or advisory committees and boards, early development of effective public education programs, and the maintenance of consistent communication efforts among all members of the community. Guidelines established by the Environmental Protection Agency for developing successful solid waste management programs with high levels of public participation are also discussed.
