In this paper, set pair analysis (SPA), a new systematic theory and analysis method, is used to value projects. First of all, SPA is introduced briefly; Secondly, on the condition that the suggestions of several experts with different authority, the advice of the top leader and plenty of criterions with different importance are considered simultaneously, the mathematic model of multi-projects is deduced by using same indefinite contrary (SIC) theory; Thirdly, how to use the method is discussed in detail and stability in uncertain conditions is analyzed; Finally, a specific example is given and the results show the feasibility and validity of the method.
