摘要

Disaster is a phenomenon, which causes irreparable damage to properties and life due to "catastrophes like floods, earthquake and explosion of bombs etc. As far as hydroelectric projects are concerned the disaster is more severe if greater amount of uncontrolled water released due to damage or breach of dam, it washes away heavy vehicles, communication lines, live stock, collapses heavy structures, human settlements and uproots giant trees. Keeping in view the above dangers due to dam breach, it is imperative to prepare disaster management plan for a large hydroelectric power plant. The contents of disaster management plan explains zone wise demarcation of flood affected area to facilitate identification of most endangered area and easy evacuation of the people from flood prone area, technical & non technical measures to reduce the floods and to prevent the people from settling in flood prone areas respectively. Early warning is an important step in disaster mitigation as it alerts all the people who are suppose to be affected by the floods due to dam breakage. In addition, disaster management plan contains the essential steps to be taken before the occurrence of disaster to move the people to higher / safer places, disaster preparedness training, precautionary measures for earthquake, land slide disaster management and post disaster measures linked with a hydroelectric projects. Engineers, geologists, managers, technicians, administrators, voluntary agencies and politicians play an important role for disaster management. Legislative acts should be made to earmark special funds for the flood or earthquake prone areas. The people responsible for disaster management should be well trained and competent to make the disaster management plan more effective. The politicians should give a serious thought to the disaster management activity to achieve the goals as they are considered to be more powerful personalities in policy making. Similarly, administration should help in evacuating people from low lying areas before any such eventuality and should also be helpful for post disaster measures. This paper also deals with methodology of inter connection of adequate communication systems before and after the disaster. Further modus operandi of issuing flood warning in different stages has also been discussed in the paper.
