While responding to a crisis, emergency -workers should have access to data networks in order that they may perform their duties more efficiently. Relying upon static network infrastructure in a disaster scenario for communications and data dissemination is not feasible. Communication and data networks need to be operational regardless of environmental conditions. As such, an information network to aid in relief efforts must be built upon MANETs. Traditionally, mobile cellular nodes have been deployed in disaster struck areas to revive communications, however, deployment takes place much after relief operations are well underway. Furthermore, cellular technology does not facilitate the ad hoc connectivity required in a high mobility scenario. We propose architecture for an information system to facilitate reliable sharing, access, and update of data in a disaster relief scenario. The system consists of a mobile database running on top of a network of Bluetooth devices. A scheme for fragmenting databases and reconciling updates at the peer level is presented as well as discussion on how the Bluetooth technology makes such a system practical. We also present a voting algorithm that reflects the trustworthiness of updates being performed.
