The Federal law "About safety of hydraulic structures" adjusts dam's safety in Russian Federation since 1997. The government of Russian Federation has defined four state supervision centers behind safety of dams: the Ministry of Power behind dams of the enterprises of power, Ministry of Transport ― behind navigable sluices and dams, State committee of mountain and industrial supervision ― for tiling and other dams of chemical and metallurgical manufactures, Ministry of Natural Resources ― behind other dams and hydraulic structures. The state supervision is provided by means of regular inspections of dams, duty of the owners of dams to submit the declaration dam's safety to the state supervision centers, conducting the Russian register of dams by the state supervision centers, inspections of dams by the representatives of the state supervision centers, distribution of the obligatory instructions to the owners of dams.
