The performance parameters process involves identifying the most likely failure modes for a dam, identifying key monitoring parameters for each identified failure mode, defining an appropriate monitoring program to address the key monitoring parameters, and defining ranges of expected performance for the various elements of the monitoring program. It provides a cost-effective means of achieving effective and efficient dam safety monitoring programs by providing focus, integration, justification, and appropriate documentation, and by fostering communication concerning key dam safety issues. Use of the process by the U.S. Bureau of Reclamation has had impacts and implications on many aspects of the dam safety program, with a key one being making clear the importance of routine visual monitoring performed by on-site (operating) personnel.
