摘要

This document presents the new energy and low carbon economy studied by scholars as the main topic, and describes the cloud concept in the application of such knowledge service through the constructions of a database and the collections of network resources. New energy and low carbon economy are the knowledge cluster widely covered. It's not easy to do this level of knowledge services well, and it's necessary to build a clustering platform for the knowledge level by means of the cloud concept and to introduce the concept of ubiquitous knowledge service so that the knowledge service can achieve the "goal-driven", "useroriented", "solution-oriented" and "cluster-type solving users' problems" services.
