摘要

The events of March 2011 at the Fukushima Daiichi nuclear power plant have demonstrated the importance of considering levels of external hazards that may exceed the original design basis conditions and the effect of combinations of hazards when assessing the safe operation of a nuclear power plant. This paper provides a methodology for defining Review Level Conditions of hazards to be used in safety assessments of nuclear power plants, and for screening combinations of hazards. The methodology presented in this paper is consistent with guidance provided by Canadian and international sources.
