The Mills filtration plant is a 326 million gallons per day (mgd)rnconventional drinking water treatment facility. The plant primarilyrntreats California State Water Project (SWP) water, which comes fromrnNorthern California. Construction of the Mills Oxidation RetrofitrnProject (MORP) was completed in March 2003 to allow Metropolitanrnand its member agencies to meet new and more stringent standards forrnTHMs and other disinfection by-products. The ozone plant is sized torntreat 160 mgd of water at a 2.0 mg/L ozone dosage.rnMetropolitan Water District of Southern California (MWD) engineersrndesigned the ozone and associated facilities. The primary contractorsrnwere: Ozonia North America for ozone process equipment and KiewitrnPacific for construction of the facilities. The Performance Test portionrnwill be supervised and evaluated by Process Applications, Inc. Allrnstartup, planning, and testing on non-Ozonia equipment was performedrnby MWD personnel. Also, MWD provided support and assistance tornall Contractors where needed.rnThis paper provides an overview of the design and constructionrnhighlights, followed by a discussion of obstacles and successes of thernstartup and testing of the ozone feed system and support systems. Thisrnpaper was written while the startup test program was in progress.rnTherefore, the conclusions of testing will be provided at thernpresentation.
