Health and safety (H&S) on a construction site is subject to a range of influences, and thus is a complex matter. Irrespective of all the efforts made by the Department of Labour (DoL) and other relevant stakeholders to improve H&S performance, the construction industry in South Africa is generally known to be one of the most hazardous with an unacceptably high level of injuries and fatalities, resulting in considerable human suffering. One of the recommendations emanating from a completed South African Master's study was to investigate the effectiveness of the DoL Inspectorate in relation to the construction industry. This paper reports on a literature and pilot study of a doctoral research project, the objective being to investigate the perceptions of contractors and OH&S consultants regarding the effectiveness of the Occupational Health and Safety (OH&S) Inspectorate in South African construction. The salient findings are presented and reinforce the need for the study and the need to develop a model to facilitate an improvement in the performance of the OH&S inspectorate.
