Safety programs are vital techniques that may, if implemented correctly, decrease the number of accidents and even eliminate them. This study identifies major factors considered by senior and middle construction managers to be a necessary part of the company safety program. The factors were ranked according to their effectiveness in improving the safety performance. Both senior and middle managers generally agree on the ranking of major factors affecting a company's safety performance.
