摘要

The objective of the present paper is to propose a contingent framework for supporting participatory decision-making process. Particularly when the results by decision making are expected to give rather drastic influence on quite a many citizens, it is often encouraged to involve a variety of interested citizens in the decision making process. Participatory decision making is collective decision making which collects diversified opinions by encouraging a variety of stakeholders and experts to participate in the decision process, to derive recommendation or policy of high legitimacy as well as to produce high level of satisfaction among the participants. In this paper we first develop a holistic process model of such participatory decision-making, which consists of three stages; involvement of stakeholders, collective deliberation by the stakeholders and accommodation of diversified interests. Deliberation is a key factor for producing output of high quality from the decision-making, while accommodation is concerned with communication and mutual understanding among the participants. Next, we illustrate three criteria for evaluating participatory decision making. Finally, we propose a contingent framework for supporting participatory decision-making. We claim the framework is helpful to analyze and evaluate a given participatory decision making process as well as to design it.
