摘要

The total food security concept pursuits sustainable grain production, stable and smooth grain circulation, fair and suitable grain consumption increase; And requires to trade-off among the three output levels of natural output, economic output and ecological output, to control the three material flow movement forms of grain yield fluctuating, grain imports and exports fluctuating and grain storage fluctuating, to strategily develop three consume levels from primary demand, well-to-do demand to well-off demand. Food Security can be realized through three kinds of forms; Improve and steady domestic grain yield depend on domestic or district arable land or land resource; or realize the food security through the free trade; Or realize food security by establishing the food cooperative security modes among districts and among the countries. Enlightened by the cooperative security concepts, this paper structures food cooperative security model, analyses it with game theory, and presents the macro adjustment and control policy for cooperation failure. In the end, this paper summarizes some main practical modes of food cooperative security among provinces in China, among countries.
