The article, started with a general introduction of coal bed methane (CBM) occurrence, and explained the coal mine methane migration rules against time in the three-dimensional coordinate system of coal seam surrounding rock under the effects of ventilation and coal mining. On the basis of that, the prin ciples were pointed out for designing the CMM extraction and surface development, and then proved by practice. It was concluded that the high efficiency CMM extraction and surface development could be real ized in the mining area with multiple coal seams, high methane content and low permeability, as long as we design by the rules of CMM migration under the effects of coal mining and ventilation.
