The delay coal and gas outburst happens after a period of blast or working. The stress in coal driving is simulated with RFPA~(2D). The three areas stresses in coal driving are arranged in full unload 2 m, partial unload 2-6 m and concentration load 6-18 m. The unload area is expanded with time due to strain softening in coal driving. Permeable force (gas pressure grads) has effect on delay outburst. The unload area shows strain softening and carrying capacity decreasing in coal driving. Coal in the wall falls by weight, when horizontal carrying capacity is lower than stress load that shifts in coal seam. The coal seam fractures post by the additive load as horizontal load is higher and the stress is critical. This is a feedback post. Thus, horizontal load results in fracture stress wave and delay coal and gas outburst.
