Organizational maturity and 'critical mass' of resources of economies of scale become key factors of competitiveness in modern economic arena. Flexible integration of business processes and collaboration of self-governed business entities in Engineering Clusters are considered by the authors as important alternative to evolutionary growth of enterprise competitive capability. In a dynamic economy, success in preparing and taking projects becomes a key factor of development and business growth. This paper is targeted to demonstrate new opportunities for SME aggregation and advantages facilitated by Engineering Service Broker (ESB) e-Hubs in preparation of engineering projects in a collaborative environment. A new framework for flexible aggregation of engineering service providers in Engineering Clusters and development of B2B partnering is proposed
