Current atmospheric emission and dispersion modeling of thermal treatment sources for demonstrating compliance with air quality regulations is primarily focused on evaluating long-term impacts of criteria and hazardous air pollutants. However, the U.S. EPA, in its review of the National Ambient Air Quality Standards (NAAQS) for SO_2, appears to be developing a 1 -hour SO_2 standard. This new standard would be designed to protect against acute pollutant-induced effects in asthmatics. If such a standard is adopted, it is likely that many thermal treatment and combustion facilities which satisfy the current NAAQS would now longer be in compliance. This might occur, for example, at landfill flares and engines where high levels of hydrogen sulfide (H_2S) are present in the landfill gas, at facilities where recycled oil is combusted, and at cement kilns processing high-sulfur aggregate. The difficulties in demonstrating compliance with the standard will be particularly difficult at sources that have low exhaust heights, and/or that are located close to either their facility property boundary or to locations where members of the public have access. Depending on how the new standard is written, it may only take a few hours of unusually poorly dispersing meteorological conditions in five years of data to lead to an exceedance of the criteria. Demonstrating compliance with a new 1-hour SO_2 standard may require either advanced modeling of the near-field atmospheric dispersion and/or modifying the treatment and combustion facility.
