Throughout history, New York's transportation programs have been at the forefront of innovation and, through the use of technology, have evolved to support the growth of commerce. In recent years, New York has integrated the latest form of technology, information technology, into its transportation safety programs. One example of this is New York's roadside vehicle safety enforcement program and a major project it undertook to implement cellular communication technologies into its daily operations. This safety program had a demand for real-time information on motor carriers and cellular technologies provided a great opportunity to assist in enforcement activities by providing a communications link to that information. In order to implement cellular communications, New York had to overcome a myriad of climate, geographical, and population factors and was able to do so by using a comprehensive approach and a combination of different cellular technologies. By successfully navigating through these factors, New York provided a model for other states to base their cellular roadside safety program's needs on. New York also embarked on another information technology based project to provide an electronic system for obtaining required motor carrier operating credentials, now known as the "One Stop Credentialing and Registration" (OSCAR) system. OSCAR turned out to be the basis for New York to begin the federal Commercial Vehicle Information Systems and Network (CVISN) program that was an outgrowth of the federal Transportation Equity Act (TEA 21). Nationally, CVISN projects were developed to eventually provide a nationwide, accurate, and uniform motor carrier information system. In New York, CVISN projects were developed to, not only comply with TEA 21 legislation, but to help integrate motor carrier activities among five different state agencies through the use of information technology. New York's CVISN approach is comprehensive and centers on the belief that transportation systems are a key resource that should be well managed and should use available information to preserve and promote the most flexible use of its infrastructure. It focuses on using information collected by various systems to efficiently enforce regulations and promote transportation operations and services and, through the use of information technology, increase safety and preserve infrastructure.
