Police-investigated crashes are the primary source of data for evaluating the real world safety performance of large trucks. The quality of this data source is important for those who must use the information to analyze crash rates, design and manage safety programs, and set policy. Three states, Oregon, Utah and Florida, have participated in extensive audits of police reports of crashes involving large trucks. The results show problems with form design and with officers' use of the forms. Many of the problems are specific to each state, pointing to the likelihood that other states would also benefit from the exercise of auditing their reports of truck-involved crashes. Some commonalities are evident, however, and point to a general need to train law enforcement officers to more accurately record vehicle configurations, owner and carrier information, and identification numbers. This paper reviews the crash report audits from a safety management and policy perspective. By reviewing the role of crash data in decision-making, it is hoped that government and industry will join in support of better, more accurate data collection on crashes involving large trucks.
