Under the circumstance of price competition, the reverse auctions in B2B E-Commerce can offer purchaser more products and services; therefore it will be more flexible. With China's accession into WTO, more and more foreign companies enter Chinese market, and domestic procurement approach undoubtedly will be affected. So it is necessary to develop the reverse auction theories and methods, which are suitable for Chinese situation. To meet such requirements, this paper presents the combinatorial reverse auctions mechanism of B2B procurement contracts, establishes the mathematical model of determination of multi-items optimal combinatorial supply patterns in reverse auctions, and designs a bi-layer optimal algorithm to solve this model, finally, demonstrates the applicability of the model and the validity of the algorithm by examples.
