The current preventive maintenance characterizing system used in China is inconsistent with the data collection technology, and could not describe the specific characteristics of the pavement distress. This is due to that the pavement condition index (PCI) used in this system is a kind of integrated indicator which can not fully indicate the extent or severity of an individual distress (e.g., ratting, cracking etc.). Accordingly, this paper proposed a new classification of the preventive maintenance work, which belongs to intermediate maintenance according to the classification of road maintenance project. Based on the analysis of the existing assessment system for the maintenance criteria, this paper has particularly pointed out that the pavement distress indicator of PCI could not reflect the features of minor distress. An assessment indicator system is proposed, which covers 5 individual indicators including the functional cracking rate, functional distress, riding quality, skid resistance and rutting, combining with the estimation model and parameters for each of the indicators. It can be concluded that the key discriminates for identifying road conditions are not eligible for preventive maintenance.
