摘要

The wide floodplain in the Yellow River lower reach is a natural site for flooding, flood - storing, desilting and over 1,800 thousand people multiplying and living. Due to the social development, severe drought and population rapid growing of recent years, the people on floodplain developed the floodplain unreasoningly and disorderly in order to change the undeveloped situation of low safeguard in security. It resulted in much obstacles of blocking flood, severe desilting in riverbed, forming of secondary suspended river", extruding problems caused by productive embankment and conflict of human and water. Therefore, the obstacles should be cleared to ensure large flood to discharge safely and smoothly; centralized townships would be built to protect the inhabitants in the floodplain from the flood once in 100 years to ensure the safety of the inhabitants' life and property; the "secondary suspended river should be harnessed to meet the need of the transverse slope of the beach face smaller than longitudinal slope of the river channel to prevent the form of rolling river; productive embankment should be reconstructed not to influence the exchange of water and sand between floodplain and channel while large and medium - sized flood and to protect the crops in the floodplain from small — sized flood. The inhabitants acts should be brought under the criteria of the integrated harnessing index of floodplain to make harmony of inhabitants in floodplain and flood in order to maintain the healthy life of the Yellow River.
