The shortage of water resources is serious in the Yellow River basin. In addition, the water quality worsens both in main stream and tributary. Over exploitation has threatened the river health, even life. The problems of the Yellow River should be solved at the basis of unified management and synthetical development. The solutions include interbasin diversion, water pollution control and economizing on water. And all the solutions need something else to be done in order to protect the Yellow River. First, water right should be made certain. Second, water right market should be established. Then, economic profits should be associated with water so close that water will be used high - efficiently.
