摘要

The essential characteristics of the healthy life of the Yellow River include the runoff, river course and ecology. The runoff characteristic is embodied in the stable flow course, continuous discharge and pure water. The river course characteristic is embodied in no breaching dike and no changing river course. The ecology characteristic is embodied in the ecological equilibrium and well growth of the plant and animal community, the continuity and stability of the creatures' amounts, species and food chain, ecological function of self-recovery and balance, maintain, preservation and protection of the river landscape. The main point of harnessing the Yellow River is sediment harnessing. The upstream must broaden water sources and implement water saving. The policy of "solving problems from both the surface and the roots, applying both engineering measure and ecological measure, taking development and restriction into consideration" should be persisted in the middle basin. "Defining channel by wide river, harnessing river by water, transferring sand by water" as a main strategy in the lower basin should be persisted.
