摘要

The lower reaches of the Yellow River have the functions of flood prevention and sediment control and regulation. Besides, a large number of people live in the lower reaches floodplain and their activities may have unfavorable effects on the healthy life of the Yellow River. Presently, the major problems existing in the floodplain region are: Sedimentary deposition severely shrinks the main river channel and small flood may cause damage and catastrophe; The second,rise of riverbed is unfavorable to the river health; Incomplete safety facilities make the region lack guarantee; Management becomes difficult especially with the land contract policy; The development of regional economy is very slow. Harnessing and management in the region should base on humanism and safety facility construction; Conformable planning should be conducted with consideration of lower reaches harnessing; Planned flood control and sediment deposition measures should be taken to ensure the security of flood control and promote the economic development of floodplain; Optimized policies and scientific management should be adopted to maintain a healthy life for the Yellow River.
